Sub: Computerisation of Double and Single-handed post offices in current financial year – Usage of SQL Express and Windows – 7 for running Meghdoot software
During current Five Year Plan, Technology Division has supplied hardware to 1720 double-handed post offices. In the current year a supply order has also been placed on DGS&D for computerization of single handed offices. The supply of this hardware in current financial year has been done keeping in view the overall plan to computerize and network all the departmental post offices. In this context, an assessment was made not to supply SQL Server and Windows server for these double handed and single handed offices. This was done for building synergy with upcoming Technology Project 2012 which proposes computerization and networking of all post offices and which does not have requirement of a server in post offices.
The hardware supplied to these double handed post offices now is pre-loaded with Windows 7 Operating Software. For database management, it has been decided that SQL Express; free software will be utilized. In such post offices, one of the nodes will be utilized as Server. In case of single-handed post offices, the sole available node will be utilized.
In the light of the foregoing, the computers so supplied to such double and single handed post offices would be utilized for providing computerized services to public through Meghdoot software and for making officials well-versed with use of computers. On commissioning of integrated central-server based software, this exposure to computers would be useful. Accordingly, CEPT was asked to test the functioning of Meghdoot software on windows 7 and SQL express.
This new version of Meghdoot software will be ready with CEPT Mysore to be deployed in double and single handed post offices where hardware has been supplied with windows 7 and where SQL Express freeware will be used for database management. In these post offices, Meghdoot would be utilized for counter, delivery, treasury and other tested modules of application.
The Competent authority has desired that all these post offices may also be linked through date extraction tool, separate instruction will be issued by the Project Arrow monitoring group in this regard, which may be awaited

The Full Constitution Bench of the Supreme Court of India headed by Chief Justice Y.B. Chandrachud and comprising Justice V.D. Tulsapurkar, Justice D.A. Desai, Justice O. Chinuappa Reddy and Justice Bhaharul Islam delivered a historic Judgement on 17.12.1982 on Pension. The Judgement is known as Magnacarta of the Pensioners. December 17 is celebrated as "Pension Day" all over India by Pensioners Organizations. The following are the excerpts from the Judgement.
"As per Indian Constitution, Government is obliged to provide social and economic security to Pensioners and that Govt. Retirees (Pensioners) had the Fundamental rights to Pension"
"States obligation to provide security in old age is recognized. As a first, Pension is treated not only as a reward for past service but with a view of helping the employee to avoid destitution in old age. When the employee is physically and mentally alert, he rendered the best unto the master expecting the master to look after him in the evening of his life. A pension is not in the nature of alms being rolled to beggars".
"Pension is not a bounty nor a matter of grace depending upon the sweet will of the employer. It is not an exgratia payment, but a payment for past service rendered. It is a social welfare measure rendering socio-economic justice to those who in the hey days of their life, ceaselessly toiled for their employers on assurance that in their old age, they would not be left in lurch."
"Pension is therefore deferred wages. Pension is their statutory, inalienable and legally enforcible right and it had been earned by the sweat of their brow. The Senior Citizen need to be treated with dignity, courtesy befitting their age. A pension scheme consistent with available resources should therefore provide pension so that the pensioner should able to live (i) free from want, with decency, independence and self respect and (ii) at a standard living equivalent at pre-retirement level."

Department is well aware that PS Group B Exam. 2009 was held in the month of May 2010 (4th and 5th of May, 2010). The result was declared on 18.02.2011 after a gap of nine months. A period of more than 40 days has since elapsed but posting / Circle allotment orders have not been issued so far. The matter has been delayed inordinately by calling for vigilance clearance from Circles unlike the previous occasions. As per reports from Circle functionaries of this Association, vigilance clearances have already been sent by Circles well in time to the Postal Directorate. Concerned successful candidates are anxiously awaiting their posting/allotment to Circles.

Respected Madam,
At the outset, we thank the Department for revising the pattern and syllabus of P.S. Group “B” examination. However, our Association would like to put the following points for clarification in the interest of members as well as the Department.
i) (a) In revised Paper I , it is not clear that whichc Acts / Departmental books should be consulted for preparation relating to Inland & Foreign Posts, Mail Operations, Money Remittances, Savings bank Schemes & Certificates, RPLI / PLI.
(b) It is also not clear which books/materials are to be consulted for preparation regarding Organization of Department, Office Procedure & Material management for optimum utilization of network, Establishment & Administrative matters.
ii) In respect of revised Paper II the syllabus is clear in respect of all items except “Accounts”. Normally accounts is covered under FRs & SRs and FHBs. In addition to FRs & SRs and FHBs, it is not understood why “ Accounts” has been mentioned separately.
iii) As per CCS (CCA) Rules 1965, an official placed under suspension is eligible to appear in Departmental examination. As such, condition as mentioned in the Directorate’s memo cited above that “No adverse entry in the APAR / ACR in the last five years” is contradictory to the instructions contained in CCS (CCA) Rules 1965.
iv) The number of vacancies identified for Sr. P.M. and PS Group" B” for the year 2011 has not been notified.
v) Since the revised pattern of the examination is new to the candidates, the Association requests the Department to circulate a model question paper in respect of Paper I & II of Sr. P.M. and PS Group “B” for the benefit of the officials.
It is therefore, requested to kindly issue necessary clarifications on the points mentioned above immediately before conduct of P.S. Group “B” examination scheduled to be held on 15.05.2011.

The present Recruitment Rules of PS Group “B” provides 6% of posts to General Line officials to be filled up through LDCE. Now, on introduction of Postmaster cadre carved out from General Line, 25% posts in Sr. P.M. cadre have been earmarked for HSG I General Line officials through promotion. Hence, out of 116 posts of Senior Postmaster, 29 posts have been given to General Line with out reducing their share in PS Group “B” cadre. This has adversely affected the promotional avenues of IP Line officers.
In view of above fats, it is requested to kindly reduce 6% share of General Line officials to 3% in order to compensate IP Line before notifying the vacancies for the ensuing PS Group “B examination scheduled to be held on 15.05.2011.

Respected Madam,
Postal Directorate has called for ACRs/APARs and vigilance clearance reports from all Circles for the year 2011 vide reference above. As per Model Calendar for DPCs vide DOP&T O.M. No. 22011/9/98-Estt.(D) dt. 08.09.1998 and latest instructions issued vide No. 22011/1/2011-Estt(D) dt. 11.03.2011 and No. 22011/3/2011-Estt(D) dt. 24.03.2011, the approved select panel for the vacancies of 2011 should have been ready by 31.12.2010. By this time in March 2011, the process of documentation for 2012 should have been on the verge of completion for holding DPC by 31.08.2011.
It is evident from the above that the process of DPC is not at all undertaken as per the prescribed guidelines of DOP&T (Nodal Department). Due to delay in holding of DPC, Circles are resorting to adhoc promotions in PS Group “B” cadre and many senior ASPs are retiring from service with out getting promotion into PS Group “B”.
It is therefore, urged upon that action may be initiated to hold DPC for the year 2011 and 2012 and to get approved select panel ready in time for the above years so that there remains no need for circles to resort to adhoc promotions in PS Group “B” cadre.

Sub: MATERNITY GRANT TO WOMEN GRAMIN DAK SEVAKS OUT OF WELFARE FUND OF THE DEPARTMENT- INSTRUCTIONS REGARDING
Sir/Madam,
Reference is invited to this Directorate letter No.6-1/2009. PE.II dated 09 October 2009 providing for Maternity Grant to the women GDS.
2. One man Committee under Sh.RS Nataraja Murti constituted under Resolution No. 6-1/2007-PE II dated 23rd July 2007 examined the system of Extra Departmental Post Offices and wage structure of Gramin Dak Sevak & submitted its report on 29th October 2008. After approval of Cabinet, the Department issued orders under No. 6-1/2009 PE II dated 09 October 2009. It was prescribed under Para 9 of the ibid that "women GDS will be provided Maternity Grant equivalent to three months TRCA with DA for the birth of child from date of issue of the order".
3. The recommendations made by the One man Committee in Para 16.10.1have been examined further and it has been decided that Maternity Grant equal to three month's TRCA with DA out of welfare fund will be payable from the welfare fund at the disposal of the Circles effective from 09 October 2009 on fulfillment of the following conditions:-
(a) Maternity Grant will be payable to a woman GDS for each child up to the birth of maximum of two children limited to a maximum of two confinements resulting into birth of first two children only during the entire engagement of the following of a woman GDS.
(b) The women GDS must have rendered a minimum of one year service of becoming eligible for grant under the provision.
(c) No Financial Grant will be admissible for medical termination of pregnancy (abortion), miscarriage and still births.
4. The scheme of allowing Maternity Grant is like any other ongoing welfare scheme paid out of welfare fund. Funds will be allocated for this scheme by welfare section of this Directorate to the Circles. Heads of the Division will be competent to sanction Maternity Grant to the women GDS out of welfare fund placed at their disposal by the Circle concerned.
5. Woman Gramin Dak Sevaks like Mil Deliverer and Mail Carrier may also be considered for lighter duties wherever possible during the pre and post confinement period for a maximum period of six months.
6. Woman GDS shall be granted Maternity Leave not exceeding six months covering the pre and post confinement period. For the period of Maternity Leave, Woman GDS will be paid Maternity Grant for three months and leave for another three months may be granted without allowances.
7. Existing powers of Divisional Heads for grant of leave beyond 180 days leave without allowances availed by GDS to work against in Group D and Postman vacancies would also cover period of three month Maternity Leave with allowances (Maternity Grant) and another period of leave for three months without allowances if availed by Woman GDS.
8. The contents may be brought to the knowledge of all concerned. This has the approval of the competent authority.

Subject:- Appointment of agents and other agency functions – fresh instructions issued by MOF(DEA) regarding.
Sir / Madam,
The undersigned is directed to say that Min. of Finance (DEA) vide letter no. F.1/29/2010-NS.II dated 31.12.2010 has issued some instructions regarding appointment of agents and other agency functions. This office is also receiving some representations from Agents Associations regarding noncooperation by the postal staff and insistence on bringing RD schedules in CD format. All these matters have been considered in this office and fresh guidelines as given below are being issued which shall be applicable from the date of receipt of this letter:-
1. Whenever, it is noticed that in any post office, number of agents attached are more than the business potential which may cause heavy rush in that post office, appointing authority should immediately be informed to change the jurisdiction of some agents to alternative post offices.
2. All Divisional Heads will maintain a record of agents which are found involved in the fraudulent activities and inform the appointing authority immediately for cancellation of the agency. No business from such agents should thereafter be accepted. At the beginning of the year, a negative list containing details of such agents should be circulated to all post offices in the division and to the appointing authority. During the course of the year, any addition/deletion may be made and at the beginning of the next year, the list may be reviewed and issued afresh. If name of any agent whose agency is renewed is found in the negative list, no business from such agent should be accepted and matter should be reported to the appointing authority immediately.
3. SAS Agents were earlier authorized to handle cash up to Rs.50,000/- at a time. Now, this limit has been reduced to Rs.10,000/- at a time. If any depositor wants investment of more than Rs.10,000/- through SAS agent, he has to give cheque to the agent duly crossed and endorsed as per latest rules and procedures. However, the limit of issue of cash receipt books to SAS agents will remain Rs.50,000/- at a time.
4. No SAS/MPKBY/PPF agent shall be permitted to issue cheque from his own account on behalf of any depositor.
5. MOF(DEA) has prescribed a half yearly coordination meeting between District Magistrate and Divisional Head. All Divisional Heads may also take up the issues related to agents, such as, appointment, renewal and fraud cases at District level with appointing authority, whenever such issues arise.
6. The postal staff posted at the counters should co-operate with the agents bringing business. Postmaster should fix separate working hours for the acceptance of business from agents keeping in view the business potential of the office and wherever possible, may identify one full time separate counter for handling business of agents particularly in Head Post Offices.
7. This may kindly be brought to the notice of all post offices and administrative offices.
8. This issues with the approval of DDG(FS).

Cabinet approved 6% DA to Central Government Employees from JAN-2011
The Union Cabinet committee today decided to increase the Dearness Allowance by 6% to Central Government employees. Hike in the Dearness Allowance (DA) will be from 45% to 51% w.e.f.January 2011.
Release of first additional instalment of dearness allowance for this year to Central Government employees and Dearness Relief to Pensioners due from Jan-2011 to compensate for essential commodities price hike.
The revised rates of Dearness Allowance from 1.1.2011 to 28.2.2011 may be paid in cash as arrears and for the month of March may be disbursed with the salary.
The enhancement of Dearness Allowance is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission.

It has been decided to declare Thursday, the 14th April 2011, as a Closed Holiday on account of the birthday of Dr. B.R. Ambedkar, for all Central Government Offices including Industrial Establishments throughout India.
2. The above holiday is also being notified in exercise of the powers conferred by Section 25 of the Negotiable Instruments Act, 1881 (26 of 1881).
3. All Ministries/Departments of Government of India may bring the above decision to the notice of all concerned.

Staff Selection Commission (NR) becomes ISO certified Recruiting Agency
The Northern Regional office of the Staff Selection Commission (SSC) has become the first ever ISO-9001:2008 certified recruiting agency in the Government sector in the country. The certification was conferred on SSC by the British Certification Inc in New Delhi today. ISO-9001:2008 is a prestigious, international certification which means that the organisation is implementing Quality Management System, which has been audited, and certified by an independent, international certification body. The benefits and additional responsibilities that would accrue to this organization by being ISO-9001:2008 certified are detailed below:
i. It will help in creating customer satisfaction – Candidates and User Departments being the customers.
ii. It will enhance the confidence of customer in SSC ability to cater to their requirements.
iii. It will help the organization to put a fool-proof system in place with appropriate procedures that will help in smooth functioning of the organisation.
iv. It would help in optimal use of material and manpower.
v. A well trained committed and contended work-force.
The two day workshop on Question Bank on General English, organised by SSC(NR) also concluded today. It has a target of generating 6000 objective type multiple choice questions for testing English Language, Comprehension and Writing Skills. Phase-I of the Question Bank Workshop on General English was oganized by the SSC (NR) in collaboration with Jamia Millia Islamia University on 22nd January, 2011. About 50 academicians from reputed Universities and educational institutions have been associated with the Workshop. During the briefing session (first phase), the intricacies of generating good quality test material had been explained by renowned experts and resource faculty.
The Staff Selection Commission (SSC) is a premier organisation established by the Government of India, for recruitment of Group B Non-Gazetted and Group C Non-technical staff of various Central Government Ministries/Departments all over the country.
The Staff Selection Commission (Northern Region), one of the nine reginal/sub-reginal offices spread all over the country, caters to the needs of job aspirants from Rajasthan, Uttarakhand and Delhi. Presently, this regional office alone is handling around 35% of the total workload of the Commission, in terms of number of applications received, candidates selected and nominated to the User Departments. During 2010-11, the Northern Region has handled 15.60 lakhs job applicants and offered job opportunities to 7670 of them (till 15th March 2011).
