It was ordered by Ministry of Finance, Department of Expenditure vide OM no 7(1)E.coord/2012 dated 01.11.2012 that, posts that have remained vacant for more than a year shall not be revived except very rare and unavoidable circumstances and after seeking clearance of Dept of Expenditure.
