The Unique Identification Authority of India (UIDAI) has issued 70 crore Aadhaar numbers as on 28th October 2014.

As on date, nine states including Andhra Pradesh, Kerala, Delhi, Himachal Pradesh, have crossed 90 percent Aadhaar coverage, while sixteen states have Aadhaar coverage of over 70 percent. UIDAI is also conducting Aadhaar enrollments in the newly assigned states of Uttar Pradesh, Bihar, Uttarakhand and Chhattisgarh, at a fast pace. These four states with a combined population of about 34 crore, were added earlier this year to UIDAI’s mandate by the government. Till date, Aadhaar numbers have been issued to 8.93 crore residents in these states, which is 26% of the target population.

Over 25,000 Aadhaar enrollment kits are operational across the country, including both camp mode and Permanent Enrollment Centres, with a total output of approximately 10 lakh enrollments per day. UIDAI has already geared up its processing capabilities to achieve the targets and has the capacity to process around 15 lakh enrollment packets every day. Enrollments are expected to pick up further once the festival season is over.

Philately exhibition on the theme "Karnataka"

Karnataka Postal Circle and Karnataka Philately Society is organizing the philately exhibition on the theme "Karnataka" at 'Vismaya' Hall of MG Road Metro Station, Bangalore during the period from 1/11/2014 to 14/11/2014. The inauguration ceremony will commence at 11.00 A.M on 1/11/2014. The exhibition is open for all during the period from 1st November 2014 to 10th November 2014 from 11.00 AM to 07.00 PM. Tuesday will be holiday. During the exhibition period a special cover is proposed to be released at the venue of the exhibition.

LDCE for the promotion to the cadre of PS Gr.B......updates!!!

It is learnt that there is no progress at Directorate for issue of notification for holding of LDCE for the promotion to the cadre of PS Gr. B. Question bank on revised syllabus is said to be not ready. CHQ has already requested Directorate to hold PS Gr. B examination separately for the year 2013 and 2014. 

The Rising Force of Postal Banking in the Retail Banking Market.

The Minister for Communications & IT and Law and Justice Shri Ravi Shankar Prasad has said that a group constituted by the Prime Minister consisting of the Secretary of the Postal department is looking into making of a financial institution for Postal savings. He was inaugurating the Postal Savings Banks Forum being organised by World Savings and Retail Banking Institute (WSBI), the National Savings Organisation of the Finance Ministry and the Department of Posts in New Delhi today (29.10.2014). He said the present government wants to promote financial inclusion and the Jhan Dhan Yojana is a big effort in this direction. Another programme of the government of ‘Digital India’, which is steered by his ministry, also aims at digital inclusion and digital empowerment of rural poor.

Shri Prasad informed delegates from various countries that Post Office Savings Bank is one of the oldest and largest savings institution in the country and it also has the largest outreach in rural India, and more so, in backward and remote areas. The minister expressed happiness that the major asset of the postal institution, that is its connectivity on the ground is sought to be used for promoting e commerce in the country.

Secretary, Department of Posts Srimati Kavary Banerjee, in her key note address informed that the Department’s network of thousand post offices significantly out-numbers the combined number of branches of all commercial banks taken together. The post office savings schemes hold a total of 312 million accounts, which is more than the number of accounts held by any commercial bank. More importantly, the social sector disbursements done through the post offices have succeeded in bringing a total of about 80 million previously unbanked individuals into the fold of formal financial institutions in the last five years. All these have led to a change in the perception about the Post Office among the public as also within the organization. Consequently India Post is now perceived as a potential key facilitator of financial inclusion in the country, having a role in promoting the country’s socio-economic development, she added.

The theme of this year’s Postal Savings Banks Forum will be "The rising force of postal banking in the retail banking market".

Activities on Rashtriya Ekta Diwas celebrations on 31st October

Tomorrow, on 31st October, 2014 a large number of people are expected to participate in the ‘Run for Unity’ being organised in the National capital. 

A function to pay floral tribute to Sardar Vallabhbhai Patel by the Prime Minister, Shri Narendra Modi will be held at Patel Chowk, Parliament Street, New Delhi at 0730 hrs. 

The Prime Minister, Shri Narendra Modi will address the participants of ‘Run for Unity’ at Vijay Chowk at 0740 hrs and administer the Unity Pledge at 0800 hrs. The ‘Run for Unity’ will be flagged off from Vijay Chowk to India Gate on Rajpath at 0815 hrs. 

The Union Home Minister, Shri Rajnath Singh will attend a programme ‘Run for Unity’ at Sardar Patel Statue in Nampally, Hyderabad at 0745 hrs. Later, Shri Rajnath Singh will attend the passing out parade of Indian Police Service Officers at Sardar Vallabhbhai Patel National Police Academy, Hyderabad.


The National Council JCM Staff Side meeting is going to take place tomorrow in New Delhi. The meeting, to be attended by the representatives of all federations, will be chaired by the Staff Side Secretary, Shiva Gopal Mishra.

Important agendas of the meeting include demanding a change in the attitude of the Central Government towards the Central Government employees, merger of DA, granting interim relief and to hold discussions over the date of effect of the recommendations of the 7th CPC.

In the past, interim relief was granted before the recommendations of the new Pay Commissions were implemented. In the Fifth Pay Commission, it was recommended that whenever the DA crosses 50%, it should be added to the basic pay. The recommendation was accepted and in the year 2004, a 50% DA hike was added to the basic pay of all Central Government employees. Therefore, interim relief was not granted during the 6th Pay Commission.

There were also a number of confusions in the tenure of the Pay Commission, which had to be constituted once every ten years. One Pay Commission was almost lost, as a result. To make up for these errors, a demand has been presented to implement the recommendations of the 7th Pay Commission from January 1, 2014 onwards.

Tomorrow’s meeting attains prominence due to the fact that representatives of all the employee associations are going to participate and debate over some of the most eagerly awaited issues.

Meditation: Origin, Practice and Benefits

Definition of Meditation

There are different definitions of meditations, depending on the religions and groups of people practicing it. Although meditation has nothing to do with God and religion, many people practice it as a religious ritual. Meditation generally is practiced by theists to go closer to God and for getting other benefits, while people belonging to Atheists religions and others practice it to get the benefits that meditating offers.

Some people mix prayers or chanting the name of God with meditation, but such things are not called as meditation.

Then what is meditation?

Meditation is silencing your mind by keeping all the thoughts away from it. Any activity done withawareness is known as meditation. In other words, meditation is staying in present movement and keeping our mind away from thinking about past or future, and also thinking about 'other' persons and things. As we know, our mind is restless and always think about past, future and many useless things.

You can meditate while working, studying, watching, listening or any other activity. You do not need a specific pose of your body to meditate, you can do it while walking, sitting, sleeping, working etc.

In simple words, meditation is being alert about our present actions including thoughts, feeling and emotions. Remember that meditation is not concerned about the actions and activities, but awareness and alertness of our mind. It is not a goal to achieve. Also remember that meditation is not concentrating of mind. Nor it is thinking about God or Praying to God.

Pure meditation is related to self consciousness.

The Origin of Meditation

The origin of meditation can be traced to the ancient Indus Valley Civilization which was prevalent in present day Pakistan and Western India 5000 years ago. The archeologists have found many clay seals at various sites of this civilization with images of persons in meditating poses. It suggests that there were ascetics in Indus valley civilization who were practicing meditation. Later, this practice was spread all over south Asia, as well as in Tibet mainly through the religious traditions like Jainism, Bon Po, Buddhism, Ajivak, Shaivism etc. Practicing meditation was a must thing for ascetics of all these religions. This fact is well preserved in the literature, art and architecture related to various ancient religions of South Asia.

Benefits of Meditation

There are many spiritual and worldly benefits of practicing meditation. The foremost benefit is that we learn to control your mind and keep away yourself from anger, hate, anxiety, greed and a wide range of all such wrong things. We learn to avoid reacting quickly, and reacting without thinking. Our mind stops to irritate by small things. We get peace of mind.

By practicing meditation, we learn to detach ourselves from worldly things, and start to live in simplicity.

By practicing mediation, we learn to take all our day to day decisions carefully, which helps us to be successful.

Meditation helps us to reduce stress and anxiety. On health side, most of the health problems related to stress are automatically cured.

On social side, meditation can help a lot to solve many problems, as society is made out of individuals, and if individuals start to practice meditation, the society will automatically get benefited.

How to Meditate?

There are different ways of meditation depending on the traditions. I suggest you to avoid meditating in the way which is promoted by any religious tradition, as I have experienced that joining any religious tradition can not show you the true path of pure meditation.

Government employee can't seek promotion after refusing it: Supreme Court

A government employee, whose promotion is canceled owing to his refusal to accept it, cannot ask for it at a later stage, the Supreme Court has said. The apex court set aside the order of the Madhya Pradesh High Court which had directed the state government to restore the promotion of one of its employees whose promotion was cancelled after he turned down the offer as he did not want to get transferred to some other place.

"As we find that it is the respondent himself who is responsible for cancellation of the promotion order as he did not join the promoted post, the impugned order of the high court is clearly erroneous and against the law," a bench headed by Justice J Chelameswar said. The court passed the order on an appeal filed by Madhya Pradesh government challenging the high court order. The government had submitted that the high court failed to consider that Ramanand Pandey himself sent back the promotion order and continued on his post and approached the court after two years when it cancelled his promotion.

It said that at the time of promotion, Pandey was posted in Bhind district where he remained for almost 15 years and his intention was to stay at that place only. The apex court, after hearing both sides, quashed the high court order. "It is clear that he wanted to remain in Bhind district, where he had continued since 1990, as he was ready to go on leave instead of joining the place of transfer. Moreover, for more than two years from the date of cancellation of the order of promotion, the respondent kept totally mum and maintained stoic silence.

"There was not even a semblance of protest as to why his promotion order was cancelled or that he wanted to join the promotion post after the alleged inquiry into the so-called complaint was over. He filed the writ petition on October 24, 2008, i.e. almost two years after cancellation of his promotion order," it said.

Delhi Circle won Men's Team championship in 29th All India Postal Badminton Tournament 2014 held at Dharmshala

Delhi Postal Badminton Team participated in 29th All India Postal Badminton Tournament 2014-15 held at Dharamshala, Himachal Pradesh from 13th September 2014 to 17th September 2014 and won the Men's Team Championship by beating Kerala Circle in final team event match by 3-2. Observance of Vigilance Awareness Week from October 27 to November 01, 2014

This year’s theme is ‘Combating Corruption – Technology as an enabler’
The Vigilance Awareness Week is being observed this year from October 27, 2014 to November 01, 2014 and this year’s theme is “Combating Corruption – Technology as an enabler”. The Central Vigilance Commission (CVC) as the apex integrity institution of the country has been thriving to promote transparency, probity and integrity in public life. One of the outreach measures to promote these values in various Central Government offices and public sector undertakings is the observance of Vigilance Awareness Week every year wherein all the stakeholders are encouraged to fight corruption. The CVC believes that efficiency and objectivity in governance hold the key to eradication of corruption from public life and for this purpose it has to be ensured that transparent and fool proof systems and procedures are put in place which provide for appropriate accountability at every level of hierarchy in public administration.
Leveraging of technology in functioning of the Government and its organisations can address the challenges of corruption to a large extent. The adoption of technology initiatives can mitigate various factors which lead to corruption like lack of transparency, cumbersome procedures and delays in decision making. By re-engineering government processes, limiting discretion and enhancing accountability, departments / organisations can effectively bring about transparency and efficiency in the service delivery system which effects ordinary citizen the most. By using information technology, the process can become faster and to that extent, the scope of corruption can be reduced. The Commission has therefore, been advocating leveraging of technology by organisations to combat corruption.
On the occasion of Vigilance Awareness Week the President of India, Shri Pranab Mukherjee in his message observed - “Corruption is a complex problem that needs multi-faceted action. One of them is the use of technology that can help promote, openness and transparency. Use of modern technologies can play an important role in eliminating human interface in service delivery systems. It is the collective responsibility of citizens as well as government departments to adopt technology initiatives in combating corruption to maximize benefits”.
The Vice-President of India, Shri Mohammad Hamid Ansari in his message noted “Eradication of corruption from our society is not only a legal obligation but also a moral duty of every Indian. Towards attainment of this goal, observance of Vigilance Awareness Week plays an important role in promoting integrity through greater efficiency, transparency and accountability in government”.

The Prime Minister, Shri Narendra Modi in his message on the occasion conveyed “It is needless to point out that integrity of public servants and transparency in public offices is utmost necessary in making transparent and efficient administration free of corruption. I appreciate the CVC’s outreach initiatives and endeavours to combat corruption with optimum use of technology. I call all government employees for making Vigilance Awareness Week a success and congratulate CVC on this occasion”.

Vigilance Awareness Week commenced in the CVC and all Ministries / Departments of the Central Govt., public sector undertakings, public sector banks, insurance companies, autonomous bodies and local authorities across the country today with a pledge by officers and employees at 1100 hrs. All officers and employees of the Government affirmed that they shall continuously strive to bring about integrity and transparency in all spheres of activities, work unstintingly for eradication of corruption, remain vigilant and work towards the growth and reputation of the organisation, and do their duty conscientiously and act without fear or favour.

Ministries / Departments / PSUs / Banks / and other Organisations would be conducting various outreach activities involving all stake holders during the week through seminars, workshops and lectures by prominent persons. In the schools and colleges across the country, debates, lectures, quiz competitions and such other activities for creation of awareness on corruption as well as anti-corruption measures to fight corruption are being organised during the week.  

Government employees to take pledge on Patel's birth anniversary

New Delhi, Oct 24 (IANS) Employees of government offices, public sector undertakings and other institutions will pledge to maintain the unity and integrity of the country Oct 31, the birth anniversary of Sardar Vallabhbhai Patel which is being observed as Rashtriya Ekta Diwas (National Unity Day).

The pledge will also be administered in schools and colleges. The Central Board of Secondary Education has issued a notice asking schools to administer the pledge.

An official statement said the Rashtriya Ekta Diwas will "provide an opportunity to re-affirm the inherent strength and resilience of our nation to withstand the actual and potential threats to the unity, integrity and security of our country".

All the ministries and departments of the central, state governments and union territories have been requested to organise appropriate programmes on the occasion in a befitting manner, including the pledge-taking ceremony, it said.

A 'Run for Unity' involving people from all sections of the society, a march past in the evening by police, the Central Armed Police Forces and other organisations like the National Cadet Corps, National Service Scheme, Scouts and Guides, and Home Guards will also be held.

The CBSE has appointed 250 centre coordinators in schools across India to organise the event.

In each centre, 400-500 students from the neighbourhood schools will come together on Oct 31 for other mass activities.

"In every centre the activities will focus on collectively making posters, jingles, paintings, collage, team debates, etc. on such topics which will involve joint planning and completion. Centre coordinators may also organise indigenous team games," a CBSE notice said.

"Activities will also involve collaborative effort to convey the message of importance of unity in sustaining any work such as keeping public places clean," it added.

President of India Releases a Commemorative Postage Stamp on Anagarika Dharmapala

The President of India, Shri Pranab Mukherjee released a commemorative postage stamp on Anagarika Dharmapala at Rashtrapati Bhavan today. 

Speaking on the occasion, the President said release of the commemorative postage stamp on Anagarika Dharmapala will contribute towards further strengthening the bilateral ties between India and Sri Lanka and bring the two nations closer. He was confident that the relations between the two countries will continue to further strengthen in the coming years to the mutual benefit of our two peoples. 

The President said this stamp release on one of the apostles of Buddhism, once again reminds us to work relentlessly and collectively to ensure an era of peace, stability and friendly bilateral and multilateral ties in order to create an enabling environment for the rapid socio-economic development of the people. 

The President paid his humble homage to Anagarika Dharmapala on the occasion and congratulated the Department of Posts for bringing out the Commemorative Postage Stamp on Anagarika Dharmapala who worked selflessly all his life with a missionary zeal to propagate Buddhist ideals and to restore the glory of Buddhism.

Sr Postmaster CAT case : Punjab Circle

Although Directorate has directed to apprise Hon'ble CAT Bench Chandigarh on 21/10/2014 that the Revised Recruitment Rules of PS Gr. B which was submitted to DoPT for approval are returned back with certain objections. Therefore the amendment rules are under process and would likely take some time. Yet, no development took place in the last proceeding and matter posted to 11/11/2014 without any arguments. 

As everybody knows that CHQ has already taken up issue with Directorate for release of revised Recruitment Rules of PS Gr. B cadre and serious of reminders were also issued but there is no progress. CHQ has ready appealed to all Circle Secretaries, CHQ Office Bearers and ASP (HQ)s of each division to intimate the details of PS Gr. B posts created after 1993 onwards. It is a fact that,  administration has to do it but it is also our prime duty to support administration and get the problem/s solved, as this issue is linked with examination and quota distribution matters. 

Time Table of UPSC Civil Services Main Exam 2014 published

Union Public Service Commission (UPSC) has published the timetable for Civil Services Mains Exam 2014. Mains Exam is scheduled to be held from December 14 to December 20 in two sessions. There will be 7 papers in the main exam for a total of 1750 marks.
The UPSC (Mains) this year has a revised pattern and consists of the papers as mentioned below :

Paper 1 - Essay : It is of 250 marks, which can be written in any medium or language of candidate's choice.
Paper 2 - General Studies-I : The paper is of 250 marks involving Indian Heritage and Culture, History and Geography of the World and Society
Paper 3 - General Studies -II : The paper is of 250 marks involving Technology, Economic Development, Bio-diversity, Environment, Security and Disaster Management
Paper 4 - General Studies -: The paper is of 250 marks involving Technology, Economic Development, Biodiversity, Environment, Security and Disaster Management
Paper 5 - General Studies -IV : The paper is of 250 marks involving Ethics, Integrity and Aptitude
Paper 6 - Optional Subject - Paper 1

Paper 7 - Optional Subject - Paper 2
Candidates who have cleared the preliminary exam 2014 can apply for the main exam to remain eligible for final selection. The last date to register online for the mains exam is November 11, 2014.

7 CP Commission’s visit to Mumbai

The commission has, in its first phase of interaction, been seeking the views of various stakeholders on its terms of reference. To this end, meetings have been held in Delhi with various organisations and heads of various agencies.

In its second phase of interaction, the Commission has started holding meetings in different parts of the country to facilitate stakeholders staying in various areas to present their views personally before the Commission and ensure larger representation. This exercise is being undertaken to enable the Commission to get a first-hand impression about the functioning and the condition of service prevailing in different parts of the country.

Accordingly, the Commission, headed by its Chairman, Justice Shri A. K. Mathur, proposes to visit Mumbai from 6th November, 2014 to 8th November, 2014. The Commission would like to invite various entities/associations/federations representing any/all categories of employees covered by the terms of Reference of the Commission to present their views.
