Inter-circle transfer of IP under Rule 38 of P&T Manual vol. IV

Respected Madam,

          I am enclosing herewith a copies of applications dated 8th June 2012 and 29th December 2014 received from A. Selvarajan, Manager-I, NSH, Raipur (Chhattisgarh Circle) regarding inter-circle transfer under Rule 38 of P&T Manual Vol.IV from Chhattisgarh Circle to Tamil Nadu Circle in Inspector Posts cadre.

          The applicant is a surplus candidate of Inspector Posts Examination 2008 and allotted to Chhattisgarh Circle. He has already applied for Inter-Circle transfer under Rule 38 to Directorate on 8th June 2012 on family ground. CPMG Tamil Nadu circle has already given consent to Chhattisgarh Circle for accommodation of applicant against the departmental quota. But despite repeated requests by the officer, Chhattisgarh Circle administration is not relieving the official for the reasons best known to them.  

This Association would like to bring to your kind notice that, Directorate vide their memo No. A-141-121/2014-SPB-II dated 21st July 2014 (copy enclosed) has issued clear instructions to CPMG Chhatisgarh Circle to consider the request of the above named officer for Inter-Circle transfer of Inspectors of Posts under Rule 38 of P&T Manual Vol. IV.  In the said memo it has stated that minimum service limit is 3 years for promotes are required for deciding the transfer cases and also the request of male IP candidates for transfer under Rule 38 may be considered in special circumstances by relaxing the service conditions referred to above provided they have completed the probation period. Shri A. Selvarajan has not only completed probation period but also completed more than 3 years’ service in Chhattisgarh Circle.

In view of the above submissions, it is requested to kindly to issue necessary directions to CPMG Chhattisgarh Circle to issue Inter-Circle transfer order of above named official immediately.
